Veteran Student Services
The Veteran Student Services Office is your liaison to the U.S. Department of Veterans Affairs for certification of your Veteran Education Benefits. We encourage all students who are eligible for VA Education Benefits to visit our office for information and assistance.
We are located in the Student Services Building, Room 107.
Our Office Hours are Monday through Friday, 8:00 am to 5:00 pm.

VA Education Benefits Information
- To use VA Education Benefits, an application for benefits is required by the VA. The application is available on the VA website - https://www.va.gov/education/.
The VA will mail a Certificate of Eligibility letter to the student to provide to the school for all
VA Education Benefits except Veteran Readiness and Employment (VR&E). VR&E students receive approval from their VR&E Counselor. - A Certification Request is required each semester a student wants to use their VA Education Benefits at Rose State College.
- Once enrolled for a semester, a Certification Request can be submitted to Veteran Student Services by email or in person.

For the Subject line, use - Certification Request for “Semester”, “Year”
In the body of the email, include - your student ID number and Major, with Option or Emphasis, as applicable

For All Benefit Chapters
- You will be contacted through your Raider email with any questions about your certification request. Checking your Raider email frequently can prevent delays in processing your certification request and receiving payments.
- The VA will process your certification in approximately 2 to 4 weeks. VA payments to students are made on the first day of the month for the previous month’s enrollment.
- VA payments are based on the number of hours you are enrolled in for a term.
- Full time enrollment for a 16-week term is 12 credit hours. Full time enrollment for an 8-week term is 6 credit hours. Full time enrollment for a 4-week term is 3 credit hours.
- The VA will only pay for courses that are required for your degree. The VA will pay for Remedial courses, but the course must be taken on campus and have a documented need.
- Changes to your schedule affecting your enrollment status after submitting your certification request can affect VA payments. You are responsible for returning overpayments to the VA.
- Veterans will need to request a copy of their military transcript to be evaluated for prior credit. If you served in the Army, Navy, Marines or Coast Guard, request your Joint Services Transcript at this link: https://jst.doded.mil/official.html. Chapter 30, Montgomery GI Bill® Active Duty and Chapter 1606, Montgomery GI Bill® Selected Reserve
- You are required to verify your enrollment on the last day of each month online at https://www.gibill.va.gov/wave/index.do or by calling 1-877-823-2378 before you will receive your payment for that month.
- VA benefits are paid based on training time certified by the school. For a 16-week Rose State semester, VA measures training time as follows:
- 12 credits or more are full time
- 9-11 credits are ¾ time
- 6-8 credits are ½ time
- 4-5 credits are less than ½ time(<½-time)
- 1-3 credits are ¼ time or less(<¼-time)

Chapter 31, Veterans Readiness & Employment, VR&E
- You must be approved for a program of study at Rose State by your VR&E Counselor.
- Tuition, fees and bookstore charges are paid directly to the school by the VA.
- Your Rose State transcript will be provided to your VR&E Counselor upon their request.
Chapter 33, Chapter 33-TOE, and Chapter 33-Fry Scholarship, Post 9/11 GI Bill®
- Tuition and fees are paid directly to Rose State College. Rose State submits tuition and fee information to the VA after the 100% refund period ends for each term. VA payments for Tuition and Fees will be posted to your Student Account once received.
- The Monthly Housing Allowance, if eligible, and Books and Supplies Stipend are paid directly to you. https://www.va.gov/education/benefit-rates/post-9-11-gi-bill-rates/
- You must be enrolled more than half-time for the term to be eligible for the Monthly Housing Allowance.
- If you are enrolled more than half-time but less than full-time, you will receive a pro-rated Monthly Housing Allowance.
- You must be enrolled in at least one on-campus or hybrid course to receive the Oklahoma Monthly Housing Rate.
- A Flex course will be certified as an online course unless attendance documentation is provided. Contact veterans@rose.edu for more information about Flex courses.
- If you are enrolled in all online courses, your housing will be based on 50% of the national average of all BAH rates.
- You are required to verify your enrollment each month to continue receiving housing or kicker payments. If the VA has the correct mobile phone number on file, you can opt to verifying your enrollment each month by text message. Other options are available for verifying enrollment. Chapter 35, Dependents Education Assistance
- Benefits are paid based on enrollment status, i.e. full-time, ¾ time, ½ time, less than ½ time for the term you are enrolled.
