Proposed Rose State College Student Financial Agreement
I understand that when I register for any class at Rose State College (RSC) or receive any service from the College,
I accept full responsibility to pay all tuition, fees, and other associated costs assessed as a result of my registration
and/or receipt of services. I further understand and agree that my registration and acceptance of these terms constitute
a contractual (promissory note) agreement to pay my financial obligation in which Rose State College is providing me
educational services, deferring some or all of my payment obligation for those services, and I promise to pay all assessed
tuition, fees, and other associated costs by the published due date.
Responsibility for Payment
I acknowledge that I am fully responsible for my enrollment and tuition/fees, even if I fail to drop courses prior to the specified
deadlines. Non-payment or non-attendance does not constitute a withdrawal or drop. I further understand that failure to attend
classes or receive a bill does not absolve me of my financial responsibility as described in this agreement.
If I decide to completely withdraw from RSC, I will follow the official withdrawal process as outlined in the RSC Catalog.
I understand that an administrative withdrawal (AW) due to lack of attendance does not relieve me of my financial obligation
to the College.
Billing and Communications
I understand that I am responsible for monitoring my student account and paying my tuition and fees by the published due dates.
Failure to review my billing statement does not constitute a valid reason for non-payment.
I acknowledge that it is my responsibility to ensure my contact information is up to date in the College’s records.
RSC may contact me using email, phone calls, text messages, or mail regarding my student account, financial obligations,
or other College matters.
Delinquent Accounts and Collections
If I fail to pay my account balance or any monies due to RSC by the scheduled due date, I understand that:

A financial hold may be placed on my student account, preventing me from registering for future classes or receiving my transcript
or diploma.

My enrollment may be subject to cancellation if my balance remains unpaid.

I may be assessed late fees and/or finance charges on any past-due balance.

My account may be sent to an external collection agency if I fail to make acceptable payment arrangements. I understand that if my
account is referred to a third party for collections, I will be responsible for all associated collection costs, including but not
limited to collection fees, legal fees, and court costs. The collection fee may be up to the maximum amount permitted by applicable
law but not to exceed 33.3% of the outstanding balance.

RSC may request an Oklahoma State Tax refund hold to offset the outstanding debt.
Financial Aid and Third-Party Sponsorship
Returned Payments and Financial Holds
If a payment made to my account is returned by the bank for any reason, I agree to repay the original amount plus any applicable
returned payment fees. I understand that multiple returned payments may result in the suspension of my eligibility to make future
payments by check or electronic transfer.
If I have an outstanding balance, I may lose certain privileges on campus, including but not limited to charging privileges and access
to certain College services.
FERPA and Information Release
I understand that RSC is bound by the Family Educational Rights and Privacy Act (FERPA), which prohibits the College from releasing my
education records, including bursar account information, without my written permission. If I wish to authorize someone else to access
my financial account information, I must complete the appropriate authorization form with the College.
IRS Form 1098-T and Tax Compliance
I agree to provide my Social Security Number (SSN) or Taxpayer Identification Number (TIN) upon request for the purpose of receiving an
IRS Form 1098-T, which reports qualified tuition and related expenses. If I fail to provide this information, I agree to pay any IRS
fines assessed as a result.
I consent to receive my IRS Form 1098-T electronically unless I opt out and request a paper copy through the designated College process.
Governing Law and Modifications
I acknowledge that this agreement is governed by the laws of the State of Oklahoma. Any disputes arising under this agreement shall be
resolved in accordance with state law.
I understand that if any provision of this agreement is deemed illegal, unenforceable, or ineffective, the remaining provisions shall
remain in full force and effect. This agreement supersedes all prior understandings and communications between me and Rose State College
regarding my financial obligations. It may only be modified in writing and signed by both parties.
By registering for classes at Rose State College, I acknowledge that I have read, understand, and agree to the terms and conditions of
this Student Financial Agreement.
